The EIF4SCC is a proposed framework – under consultation – that aims to provide European Union local administration leaders with definitions, principles, recommendations, practical case studies, and a common model for public service delivery across domains, cities, regions, and borders.

Cities and communities are confronted with complex challenges, such as climate change, housing quality, pandemics, energy efficiency and urban mobility. More and more cities and communities are making use of the possibilities offered by digital solutions and technological advancements to tackle those growing challenges. Cities and communities are therefore transforming themselves into Smart Cities and Communities.
Interoperability is crucial to overcome the above-mentioned challenges in cities and communities. Lack of interoperability leads to fragmented service delivery at local level as well as lack of communication among different platforms, technologies and stakeholders, resulting in suboptimal delivery of services to the public.
Acknowledging the importance of interoperability for the well-being of the inhabitants, businesses, visitors and city/community administrators in the European Union, a proposed European Interoperability Framework for Smart Cities and Communities (EIF4SCC) is set for public consultation available to all stakeholders but with a focus on the local level.
The aim of the EIF4SCC is to provide European Union local administration leaders with definitions, principles, recommendations, including practical use cases, and a common model that enables public service delivery across domains, cities, regions and borders.
This framework was not created from scratch but uses what is already out there, and reuses several concepts with the major one being the EIF that provided the basis to start with. Afterwards, more input was added to fit local level communities based on feedback and outcomes from several initiatives such as the Living-in.EU movement, the 2017 European Interoperability Framework (EIF), the Minimal Interoperability Mechanisms (MIMs+) , the outcomes of EU funded initiatives (such as Connecting Europe Facility (CEF) Digital Building Blocks, Smart Cities Marketplace, Urban Agenda Digital Transition Partnership, Intelligent Cities Challenge) and the results from EU funded projects (such as Synchronicity, Triangulum) among others.

Background
The survey belongs to the work in progress that is jointly managed by DG DIGIT as part of the ISA² Programme (2016-2020) under the action The role of interoperability in organisations, and by DG CONNECT in the framework of the Living-in.eu “Joining forces to boost sustainable digital transformation in Europe’s cities and communities” movement.
Acknowledging the importance of interoperability for the well-being of the inhabitants, businesses, visitors and city/community administrators in the European Union, Deloitte and KU Leuven University have been tasked by the European Commission to develop a proposal for a European Interoperability Framework for Smart Cities and Communities (EIF4SCC).
