What is the INSPIRE Reference Validator?

The INSPIRE Reference Validator is a reusable open-source tool, based on the ETF open-source testing framework, which allows data providers, solution providers and national coordinators to check whether metadata, data sets and network services meet the requirements defined in the INSPIRE Implementing Rules and the related Technical Guidelines.

It provides input to INSPIRE Monitoring process that takes place each year in December.

It started to be developed under ISA Programme ARE3NA action and now continues under ISA2 programme ELISE action.

INSPIRE Reference Validator features

The INSPIRE Reference Validator provides detailed test reports to help Directive implementers understand how well their metadata, data sets, services or software solutions are doing (or where improvements may be needed).

It includes the following features:

  • Simplified User Interface (UI), concerning the default one provided by the ETF testing framework
  • Abstract Test Suites (ATS) and the Executable Test Suites (ETS) for the following resources:
    • INSPIRE metadata (TG v1.3 and TG 2.0)
    • INSPIRE View Services based on WMS and WMTS
    • INSPIRE Download Services based on WFS, Atom, WCS and SOS
    • INSPIRE Discovery Services based on CSW
    • cross-cutting requirements for data sets related to any INSPIRE theme
    • specific tests for data sets related to Annex I themes (tests for Annex II and III themes are under development).
  • REST API
  • Helpdesk to report bugs, propose new features and start discussions or raise questions on the INSPIRE Reference Validator.
  • Additional instance (staging instance) to immediately test bug fix, new functions and tests.
  • Additional external tool - bulk validation tool for metadata - to validate metadata for easing the INSPIRE Monitoring and Reporting exercises

 When is this solution for you?

When you need to test that your resources – metadata, datasets and services – are compliant with the INSPIRE Directive.

If you are a data provider or a solution provider or a national coordinator, or in any other case in which you produce and develop metadata, data sets and services according to the requirements defined in the INSPIRE Implementing Rules and the related Technical Guidelines, the INSPIRE Reference Validator offers you a simple way to verify their compliance.

What the INSPIRE Reference Validator offers you?

The INSPIRE Reference Validator allows you to verify that the resources you provide meet the INSPIRE Directive requirements.

It offers you a user-friendly UI to quickly test a small set of resources and the possibility to install it at your premises to execute a large volume of validation tests.

All the operations offered can be also used through the API.

Some reusers of the software

Some Member States and some final users installed the tool on their servers to speed up the validation processes and to make it available when they need it.

These users have been encouraged to share their experience with the community by replying to the dedicated discussion.

Open-source community

A dedicated GitHub workspace is available. This space is used for developing and maintaining the Abstract Test Suites (ATS) and the Executable Test Suites (ETS) for the INSPIRE Technical Guidelines, under the umbrella of the MIG.

A dedicated repository - INSPIRE Validation Community - is used for discussions and announcements around INSPIRE validation & conformity testing.

Get the latest version from the Release page.

Use directly an instance of the INSPIRE Reference Validator:

  • Production instance: this is the reference instance used for validating INSPIRE resources in the end-of-year Monitoring process.
  • Staging instance: this instance includes all the latest changes to the INSPIRE Reference Validator, including new tests and new functionality, before these are also moved to the Production instance within a release. The Staging instance is only used for testing purposes by the INSPIRE community.
  • Beta instance (available from Q3-2020): this instance, developed independently of the Production and Staging instances, includes the changes foreseen for the following year. It provides INSPIRE users with the possibility to test validation requirements foreseen for the following year already before the Monitoring deadline of the current year.
