Our mission

Efficient legislative drafting

To work every day to make the complex, time-consuming, process of drafting legislation, with its increasingly pan-European dimension, more efficient. 

Collaboration

We strive to go beyond awareness raising and empower our users to take an active role and become contributors, to share experiences and to co-create with other users a better version of LEOS.

Innovation

To promote the adoption of emerging technologies, to modernise the European Commission and European public administrations and therefore make us future-proof.

Interoperability

To foster and promote interoperability by designing solutions based on well known, well established and open source standards and solutions.

Openness and transparency

To ensure transparency, one key principle of the European Commission, by making available all relevant outputs.

To release in the spirit of open source, our solution under the European Union Public Licence (EUPL) free of charge.

Anyone can use it and anyone can submit their feedback.

 

What is this about?

LEOS (Legislation Editing Open Software) is a project under Interoperable Europe initiative of the European Commission for a reinforced public sector interoperability policy, funded by the Digital Europe Programme (DIGITAL) and which was created to address the need of the public administration and European Institutions to generate draft legislation in a legal XML format.  

The LEOS project under Interoperable Europe focuses on supporting the co-development co-design, and co-deployment of an ‘IT eco-system centred on augmented LEOS’.

Code of conduct

The LEOS community is a place to learn, share experiences, contribute and collaborate with other members.

It is a place where each member, feels welcomed and appreciated regardless of age, gender, race, nationality, sexual orientation, disability, physical appearance or religion. 

Our community must respect the European Union values as described in Article 2 of the Treaty on European Union.

"Article 2

The Union is founded on the values of respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including the rights of persons belonging to minorities. These values are common to the Member States in a society in which pluralism, non-discrimination, tolerance, justice, solidarity and equality between women and men prevail."

Therefore, in our community, any offensive language or harassment is not allowed in any form. Members of the community who engage in such behaviour risk to be banned from this community.

What we expect from all community members

Be kind

All community members should feel welcome in our community.

Therefore we encourage you to be polite and show empathy towards others.

Do not use offensive comments about age, gender, race, nationality, sexual orientation, disability, physical appearance or religion.  

Be respectful

In our community we believe that embracing our differences in a constructive way can make us stronger.

Disagreements are likely to arise, but all members are expected to gracefully accept constructive criticism and be respectful of different views and experiences.

Communicate and collaborate 

A community is a collection of people who share the same interest and goal, and whom interact with one another.

The flow of information, exchanged in a trusted environment, the support between the members is what produces the feeling of trust and belonging that makes a community a community.

Therefore, we strongly encourage each community member to communicate and collaborate with others.

Lastly, when contributions are made, community members should always keep in mind what is in the best interest of the community.

 

Ask for help and how to report unappropriated behavior 

If any of the community members notices any violation of the code of conduct, independently whether it involves themselves or not, they are kindly invited to email us at: DIGIT-LEOS-FEEDBACK@ec.europa.eu.

We will treat each request with the necessary confidentiality and support.
