The report highlights the key role of the public sector in the use of artificial intelligence (AI) and presents important conclusions for the future of this technology in the European context.
The Joint Research Centre (JRC) and the European Commission's Directorate-General for Informatics (DIGIT) jointly organised a conference entitled "AI for the Public Sector: Science for Policy" in 2022. The published report compiles the results of this conference, as well as the associated webinars, providing an in-depth perspective on the use of AI in the public sector.
The public sector plays a crucial role in AI. Firstly, it acts as the regulator, establishing a legal framework for its use within society. Secondly, governments play an accelerator role by providing funding and supporting the adoption of AI. Finally, public sector organisations are developing and using AI to improve their services.
The report highlights five key findings:
- AI in the public sector involves multiple stakeholders;
- Initial experimentation is essential before wider deployment;
- Trust is essential to ensure the acceptance and adoption of AI;
- Building public sector skills is necessary to meet the challenges of the AI revolution;
- Adapting public procurement to digital innovation and AI is essential.
The report stresses that artificial intelligence holds great promise for the public sector and society as a whole, but that the risks associated with its use should not be minimised. Europe has set itself the goal of making a success of its digital transition by leveraging data and AI, putting citizens at the heart of this transformation.
